The map shown is an Unlcassed Chloropleth Map showing European fertility. Rates are shown with the use of shading. Higher fertility has darker shading and the lighter shading represents the lower fertility rates. This type of map assigns shades to represent the data so that it doesn't have to be classified. It's typically not accepted because cartographers claim they lose communication with these maps.
